Many market participants are feeling that this year's "Golden Nine" is crazy, from the raw materials to the fabric to the end of the terminal are showing a "supply in short supply" situation. Under the dual role of environmental protection and demand, the market price rises constantly, and some products are one price per day. However, in October, some new regulations have been implemented. This day, perhaps...
State Council: After the eleventh, the production of unlicensed and unlicensed enterprises will be strictly investigated
Notice of the State Council: From October 1st, the production of unlicensed and unlicensed enterprises will be strictly investigated! That is to say, for unlicensed and unlicensed enterprises, you must do all the necessary certificates in September, and it is not a simple matter to conduct environmental assessments, buy environmental protection equipment, and install environmental protection facilities. It is also necessary to see whether the business premises of the enterprise are in the industrial planning area or the industrial park that meets the plan, and whether there are formal procedures for industrial and commercial, project establishment, land, planning, environmental assessment, and fire protection. In the coming months, most small and medium-sized unlicensed and unlicensed textile printing and dyeing enterprises will be fierce.
The 10-year national pollution source survey is about to start!
On September 21, the General Office of the State Council issued a notice saying that the second national census of pollution sources will be carried out. The standard time is December 31, 2017.
According to relevant regulations, China conducts a general survey of pollution sources every 10 years. The last national census took place on December 31, 2007.
According to the "Notice", the scope of this census includes: industrial pollution sources, agricultural pollution sources, domestic pollution sources, centralized pollution control facilities, mobile sources and other facilities that generate and discharge pollutants.
Ministry of Industry and Information Technology: Regulations for Printing and Dyeing Industry (2017 Edition) and Interim Measures for the Administration of Printing and Dyeing Enterprise Regulations
Since the beginning of this year, the textile industry has suffered the most serious “environmental killingâ€, and the focus of rectification has also been placed on the “chemical†industry of printing and dyeing. In order to further standardize the management of the printing and dyeing industry, accelerate the structural adjustment and transformation and upgrading of the industry, the Ministry of Industry and Information Technology has approved the “Entry Conditions for Printing and Dyeing Industry (Revised Edition 2010)†(Financial Consumption [2010] No. 93 Announcement) and “Printing and Dyeing Enterprise The Interim Measures for the Administration of Announcement (the Ministry of Industry and Information Technology [2012] No. 40) revised the two industry normative documents, and formed and printed the "Regulations on the Printing and Dyeing Industry (2017 Edition)" and the "Interim Measures for the Administration of Printing and Dyeing Enterprise Regulations". The two new editions will be implemented from October 1, 2017, and the two old editions will be abolished at the same time.
Part of the specification conditions of the printing and dyeing industry (2017 version)
Product quality pass rate of more than 95%
Printing and dyeing enterprises should develop and produce low-consumption, low-pollution green products, and encourage the use of new technologies, new processes, new equipment, and new materials to develop textile products with intellectual property rights and high added value. The product quality must meet the requirements of national or industry standards, and the product qualification rate is over 95%.
Printing and dyeing enterprises shall implement three-level energy use and water metering management, set up special institutions or personnel to supervise energy, water intake and sewage discharge, and establish a management assessment system and data statistics system.
Energy consumption and fresh water withdrawal requirements
Enterprise water reuse rate reaches 40% or more
Printing and dyeing wastewater should be treated by itself or connected to centralized wastewater treatment facilities, and water quality analysis and monitoring in wastewater treatment and operation should be strengthened. Wastewater discharge should be monitored online to achieve stable discharge. Dispose of the pollutant discharge permit in accordance with the law, and discharge pollutants in strict accordance with the certificate.
Printing and dyeing enterprises should choose a fabric that is biodegradable (or easily recyclable) according to the principle of environmental friendliness and comprehensive utilization of resources. Use eco-friendly, high dye dyes and high performance additives. Enterprise water reuse rate reached more than 40%.
The regulations mainly focus on the term “environmental protection†and have new requirements for the technology, equipment and management of the printing and dyeing industry. So what impact does this have on the printing and dyeing industry?
Dye price rises three times to increase the dyeing fee
To develop and produce low-consumption, low-pollution green products, printing and dyeing enterprises must first adopt eco-friendly, high dye-dyeing dyes and high-performance additives.
The biggest impact on the price of printing and dyeing is the price of dyes. This year, the price of dyes has been adjusted several times, and the impact on dyeing fees is quite large. Take the disperse black of Zhejiang Longsheng, the world's largest dye, as an example. Due to environmental supervision, the price of disperse dyes has been adjusted several times. On July 27th, the price has increased from 2,400 yuan / ton to 2,600 yuan / ton. On August 3, the decentralized black ECT 300% raised the offer again to 30 yuan / kg. From September 4th, the decentralized black ECT 300% factory price was 45,000 yuan / ton, up by 5,000 yuan / ton on August 24, an increase of 12.5%. Therefore, since August, major printing and dyeing factories have raised the price of dyeing, such as chemical fiber increased by 0.10 yuan / meter, cotton increased by 0.20 yuan / meter, grosgrain increased by 0.10 yuan / meter. The increase in dyeing fees has caused downstream companies to lament, and some people joked that in this year, except for the price of air, there is nothing going up!
Reduced production capacity leads to extended delivery
If the printing and dyeing plant has equipment that cannot meet environmental protection requirements, it will be eliminated, so the production capacity will be reduced. However, “Golden September and Silver 10†is the period with the most orders, and the reduction of production capacity will directly affect the order shipment speed. The printing and dyeing enterprises are unstable, which leads to many orders cannot be guaranteed. However, due to the shrinking capacity of some small printing and dyeing factories, which forced downstream companies to transfer orders, orders from companies with complete environmental protection facilities were extremely hot. Due to the surge in orders, the delivery period is longer than usual, and most of them are about 20 days.
Transforming and upgrading into a "blocking tiger"
This year, the entire textile industry is facing the problem of transformation and upgrading, so all the big and medium-sized enterprises in the industry will decide where to go in the future.
Printing and dyeing enterprises need to develop new intellectual property and high value-added textile products with new technologies, new processes, new equipment and new materials. This requirement directly affects the transformation and upgrading of printing and dyeing enterprises. The wastewater treatment problem in the printing and dyeing industry is a top priority. Enterprises must handle advanced wastewater treatment facilities or purchase advanced wastewater treatment equipment. In addition, the product qualification rate is over 95%.
In order to improve the quality of products, it is necessary to replace old equipment and replace new dyeing cylinders and other equipment. Even with the most advanced equipment, the competitive pressures in the printing and dyeing industry still exist, so research and development is also an indispensable transformation path. These requirements are difficult for SMEs and are likely to be eliminated.
The market officially entered the traditional "peak season", the price of the nuclear price was much higher, and the orders were gradually increased. The high-density and thin fabrics were also started. The individual varieties were sold in large quantities, not out of stock or the prices were tight. The dyeing factory that is normally produced is still very busy, but the construction is unstable, the delivery period is greatly extended, and the environmental sequelae are gradually reflected. Orders with urgent delivery do not dare to promise delivery dates, and order delivery cannot be guaranteed. As production capacity shrinks and orders continue to increase, it will inevitably lead to the explosion of some dyeing factory fabrics. With the approaching of the 11th holiday, the end customers are rushing to pick up the goods, and many orders are expected to be delivered before the holidays. Therefore, in the near stage, the printing and dyeing factories are all trying their best to catch up with the goods, and want to make up the capacity reduced in August in the peak season.
Under the pressure of environmental protection, many industry manufacturers said that they can be sure that the peak season is a foregone conclusion! Many printing and dyeing enterprises have eliminated backward production capacity and have reached the key to life and death. The road to rectification of the printing and dyeing industry will be a long way to go! The author gave the printing and dyeing enterprise a sentence: "The road is long and the road is long, I will go up and down."
